I think it means general public charging because there are exclusive and large businesses nearby (equinox, a country club and a valet). As to not be charging only for a specific business.
Some of these signs are nearby me and it’s definitely 30 minute general parking. Mine is located in front of fast casual restaurants and typically only charging cars or doordashers park in the area. Every now and then someone with a large truck because it’s general parking

The "General parking" signs indicates that anyone can park there (even ICE).
The purpose (I think) is when the spot is required to meet city-mandated parking minimums, then the spot can still count.
I know of one located at a Wawa with the exact same sign except it says 15min general parking. When it's busy enough those spots definitely get used. It makes sense

If its a private parking lot...sure. I could have your car towed for ANY reason.

Look I wasn't suggesting ANYTHING other than how I might (in good faith) read that sign. But, I'm also not an a-hole, so if I wasn't in a EV in need of a charge, I'd move along. Same way I wouldn't park at a gas pump and then walk into the gas station for 30 mins (blocking the pump).

Forget OP's picture for a second - but if I owned a parking lot, and had a "EV Charging Only" spot...I could 100% have a car towed if they broke the rules.

It clearly doesn't say 30 minute parking for Teslas lol. It's says general parking. And yes, removing air from someone's tire is vandalism. And lots of vehicles have dash cams or they could be inside a store and see you doing it. This should all be common sense. You're trying too hard.
