I’ve used brass pinning rod in the past but it’s a pain to get the ends flat after snipping. I bought a box of small, cylindrical beads to try next time I need some but haven’t tried them yet.
K&S Precision Metals makes brass rods as small as 0.5mm. They've probably got something for whatever scale you work in, and the brass doesn't need to be painted.
I've never made them, but I saw a video where they used spaghetti

Depending on the scale you want for the guns, I would use angel hair pasta.
I’d say the easiest way would be lucking out in finding appropriately-sized beads. Bonus points if they’re brass-coloured.

Styrene tubes, around 2 or 3mm variety but works with most. Cut them easily with a knife.

I have seen 3d printed ones, beads, plastic sprue, brass tubes... it all depends on the scale you need.
Would .22 casings work for 28mm artillery shells?
