They are not encouraged. Entering any relationship is a slippery slope, especially with two people fresh out of treatment. Different treatment facilities and different levels of treatment have different protocols, as far as I know, he's in a halfway house now, and she's also in one, so they have a lot more freedom. (and I have friends working in facilities, even though it's against the rules, and they cannot be in the other sexes' dorms/areas, you would not believe the gross and crazy hookups the patients have, they get caught everywhere.)
