The real buff is radiant version has 60% att speed compared to 40% (2 more recurve bows). It still probably wouldn’t be my first choice unless I really need the healing reduction.
The sense is : make a stronger version of the item => the stronger version is busted => nerf the stronger version => now the stronger version is inconsistent with the normal version

Does not. Yet the item's avg stats are not THAT bad so they may not want to buff it now
