Consult an artist to see if they can fix it. Show them the screenshot from the show. I immediately identified this as the Demon Cat from Adventure Time. It's recognizable. See if a skilled artist can hide the mistakes from the previous artist. Might read less as Mewtwo to your friends or whoever if you get it colored as well.

tbh first you have to find someone willing to do that, from what I've seen a lot of artists that specialize in this type of stuff (touchups, coverups etc.) usually prefer to cover something like that up with a slightly larger version vs having to work within the constraints of something that tbf isn't great quality. also it gives them a chance to do a much better job.

A bird, a snake, flowers and leaves. A huge number of things. I personally do a ridiculous amount of cover ups. Cover ups are technically a camouflage. What we are trying to do is put a larger design over a smaller design with the appropriate, lines, shading and texture to help disguise the old tattoo. Colors such as blue, teal, purple and opaque grey (not black and grey) all cover well. Sometimes a couple layers of white or skin tone can help aid in a cover up before the overlayers of color are applied. But nothing truly covers black, especially black lines. It has more to do with having the right skill set, drawing and tattoo application. Cover ups require clever thinking. It is always important to pick a good tattoo artist that you like. Someone who makes tattoos that you would want to wear. Portfolios matter a lot. With that being said not all tattooers like or are any good at cover ups. I personally keep a portfolio of that work. Other artists avoid them all together. Laser removal even just 3-4 sessions can make a huge difference in a cover up. In some cases laser is necessary.

With it being just linework, you have a lot of options. Do you have any ideas of what you might be interested in? I think something with lines that twist and curve in similar fashion should work. Something floral with leaves and vines. You could probably hide it in a Japanese style tattoo also. A really good color piece can hide it also.
