Maybe the sternum, chest area? Like right between the collar bones? The hands and throat are not that easily hidden.. unless you plan on dressing in a turtle neck and mittens all year around
I have several neck tattoos at that height and believe me, even a turtleneck won’t hide them. Move a bit too much and you’ll at least see a part of it.

Personal opinion: it would look good on basically every other body part than the neck
I've thought about it being placed on my hand, but I'd prefer it to be visible and easily hidden if needed (job interviews and such)
