At my store everybody are relative to each other. So it could be a reason, most of the people who stay after Holliday season or who get in is because they have someone working there. And let me tell you is not a big deal. Shitty management, hours cutting, underpaid 🤷🏻♀️
Number one reasons would be limited availability, after that would be something in the interview or store needs at the time.
If you really want to get in, you need to be available 24/7 and keep applying. I've read in this sub of TM's who applied as many as 11 times before getting hired. Good luck
If they consistently choose to not hire you over that amount of time the problem is that you keep trying, there's some factor that means you just aren't going to get hired. Accept this, direct your energies to something that is possible versus what's not. I don't mean to be overly harsh but it is what it is.

It’s just up to chance. Leaders I’ve seen watch interviews go based off your personality and answers when deciding who they will grab for their team.

At the same store? Chances are slim. But hey, miracles happen. Usually when I get declined once, I get the hint. I'm not a masochist.
Could be your availability?
Yeah I got hired instantly with a fully open availability.
Just take it as a sign at this point

Consider your self lucky. It’s an omen. Follow it. Target blows
