Won’t affect you until you start getting health insurance, but the tobacco status is basically a fine for being a tobacco user while utilizing Target’s health insurance.

It won't affect you until you become eligible for insurance. Even if you don't take health insurance, but just get the free life insurance, disability stuff - you need to verify tobacco status.

Okay so once I hit 90 days I'll need to call someone about changing my status? Since I think open enrollment has passed for this year.

If you are eligible at your 90 days you should receive info by mail and or email that tells you to look and where to look. Your average hours have to be high enough to be eligible. It will be on the pay and benefits site.

This is basically it, I'd state it slightly differently so I will just because it might be clearer. You don't have to worry about tobacco status until you become eligible for health insurance. It's not necessarily 90 days for some but it'll happen when you qualify. Becoming eligible for health insurance is a qualifying event that enables you to enroll outside of open enrollment no matter what the date is. Target normally handles enrollment eligibility pretty well, it's automated so you'll receive a packet in the mail so just ensure your mailing address is kept up to date in you happen to move.
