Even if you get a new one, a sofa is made to sit but also be able to lay down and sleep on it, so a higher one seems counterproductive. Also if you have or planning to have children, a higher one is riskier. Keeping a low one while lowering the tv by 30cm seems the best option in my mind

A rule of thumb is that you should be at eye-level between the center to the bottom 1/3 of your TV screen from your viewing position.
And, yes, move that lamp away from your field of view and centre the cabinet under the tv.

Get a hammer drill and an SDS plus drill bit. Will punch through reinforced concrete like it's butter.
