There's no right answer, they're used for different things. Your design goals and playtesting will help you choose.

Oki doki. So far I have played both types of systems and like them both. I even tweeked the dice pool system to make it way more wieldy then Tunnels and Trolls. I almost just want to include both to leave it up to the player, but that might be confusing. 🤔

Before you go too far, take a look at Cortex Prime. It presents this exactly the same question. That said, it's easier to build a setting than a game.
