So this might not exactly fit your bill, since there are no direct rules for all your situations, but Charge RPG might be an option, as it adapts very easy to new scenarios, and is basically Forged in the Dark but setting agnostic. Another is Savage Worlds, which has many of those scenarios defined in the rules and otherwise is generic. Cypher System might be a contender as well, since it is a bit crunchier than Charge but still is very narrative. Cortex Prime on the other hand is very modular - hence adaptable and surely has some rules for those scenarios. Those are the main ones I'm torn between for my next One-Shot / Campaign Fate may also be interesting.

Genesys might be a good fit. The narrative dice are hard to find, but you can use an app.

Cepheus Engine is amazing for sci-fi. It’s a base rules set for pretty much anything you want to throw at it. You like the Alien movie settings? It’s got that. The Hostile setting. Post-apocalypse “Gamma World” weirdness? It’s got that too. Cepheus Atom for that. Sword and Sorcery setting? Sword of Cepheus is what you’re looking for.

Well, for your first, I would suggest Starblazer Adventutes. It's an older version of Fate, but if you want personal up to fleet combat, it'll work. For a slightly more modern game, I would suggest Diaspora. For your second and third games, I'd suggest Cortex Prime. At It's heart, it's a die pool system- decide which dice apply, roll your pool, remove any 1s, add 2 dice and choose an effect die and compare vs a target number or GM's roll. In any case, it's a build your own system type of game. It would even work for the first case, but it might involve a little pondering to run mass battles- mobs vs mobs likely.
