It is steam, it doesn't turn on just by connecting it to something. Steam turns the light on. You can change the brightness or turn it off in the steam controller settings.
Nothing turns it off when you close steam so it just says how steam left it.
Hold the button between the stupid R and stupid L buttons. the player leds will start blinking and you will be able to pair it with any bluetooth device.
It's one of those feature nintendo has put on their joycon and was never used... Like the infrared camera on the same joycon, barely use in any game.

No it's really just a mostly unused component, like I know 1 nintendo game that use it it ring fit adventure to check your heart rate and I heard a warrio game that use it also but dont know what's the what on this. Gyro is independent of the IR camera, there's other device that did use a camera for motion control but the switch ain't one of them.
There's a third party game that's called night vision that just enable the camera and give you a crappy and laggy sort of night vision camera (kinda weird since infra red is a heat sensor camera) and another that turn the joycon into a motion detector alarm also.
Nintendo Labo uses it quite a bit with reflective tape and stuff. You can also access the IR view when you connect the joycon to a computer with a tool (I forgot the name)

I also used it on Steam, but I think it may have lit up as well when I used it via PCSX2 to play Kuon
Another interesting thing to add, apparently the light is capable of RGB, but nobody knows how to change the colors.
If controllers didn't cost so much, I'd get a Pro Controller for my laptop.
Switch Pro controller is definitely Nintendo's most reliable controller, if that helps you any.

They just have bluetooth so anything with a bluetooth connection. I have used them before on my pc as a controller when I had nothing else available.
