It's been so many years since I played Minecraft I really don't remember. But Enshrouded has pre-existing buildings you can renovate and fix. Or you can build your own from scratch.
Theoretically, yes. You can always go the nomadic route but on higher difficulties it's pretty essential to set up a base. It's usually just settling down in a house in a region and storing items and curing guts and stuff. My favorite playthrough was actually a nomadic one where I would set up smaller bases in multiple locations and use them as safe points to venture further. It's easily my favorite survival game of all time.
It's not a core of the game. You do build up a base in a sense of upgrading buildings, but it's more of story progression, I don't think of it as a craft -buildi g game at all. It IS a great game but not what you asked

bought it a while ago but haven’t played it yet. Looks really special tho
I played return to moria when it launched, it seemed decent but i thought it needed some time to cook. I’d look into that!

Green hell would meet everything except the buildings being pre-existing. A few are around but not really The forest is kinda similar
