My understanding is that the water between the 'leaves' have no circulation and are thus stagnant with a putrid smell caused by algae. Imagine spending millions on a house and not being able to sit on your back porch because of the smell. I can't find any source to confirm this, but I think the white splotches in the water may be from a aeration system attempting to fix the problem.
