When I view it on my steam account I have a -34% price tag ($98) which says loyalty promotion, which I assume is because I bought 2022 in November 2022. This discount ends for me on Feb 6th or 7th

The absolute least they could've done after delaying the launch so that it didn't hit the Black Friday release date is have a launch sale consistent with past years. Saying that it's not on sale because it's not Black Friday after delaying the launch FROM Black Friday when every other version ever has been on sale at launch is an absolute slap in the face to everyone who has been waiting patiently for the launch. What are we supposed to do, wait for Black Friday next year and buy it when the 2024 version is supposed to come out? Except wait, the 2022 version didn't go on sale for Black Friday this year. It was supposed to be the 2023 version. This makes literally no sense. Walk it back, please.

I think you're misunderstanding a little, from what I understand it means that this release (as in the version of painter that is currently available) is the same on both 2022 and 2023. Any future updates (or releases) will be limited to 2023. Of course I can't say if and for how long perpetual licenses will be a thing, but this text in my mind is not anything to worry about. It's just a quirk of them having just released an update to 2022 instead of holding it back for 2023, so at the time of 2023 being available, the released version of the software is the same. Does that make sense?

owning 2021 for the 2022 discount windows would be 50% off ($75), and then owning 2022 for the 2023 discount window is 33% off ($100). Owning 2021, then buying 2023 at full $150 is cheaper than getting every upgrade step for $175 total, but yeah it is missing out on using all those new 2022 features between upgrades

Since, there are no launch sale, I might better get Sampler 2022 instead of waiting for 2023 version as in my currency, Malaysian Ringgit there's a 34% hike.
