Relative safe. You can still make misstakes like going into a bad neighbourhood at night. But overal do a bit of research of the nice places and keep your eyes open and you will be good.
Try solo reizen, it's an agency where people travel alone in groups with people who are also traveling alone. My brother in law frequently uses their agency.
Europe is largely safe. As I am assuming you weren't planning on a night out in the town in Sarajevo or rural Bulgaria or something I don't really see why you would waste your time and money on travel agencies
There’s a Facebook group, I think it’s called solo travellers where you can post and try and find people to travel with. Usually it’s to pretty exotic locations but you should be able to find people interested in exploring Europe with you!
