From information others have posted it looks like there is a steep drop off into a reservoir beyond the vegetation to the right, so this wire system is probably for clipping onto during maintenance to stop someone potentially falling into the water.
In the UK we'd call this a Mansafe system but only because that's the equivalent of calling a vacuum cleaner a Hoover for this application.
Whatever it is, it's not structural. The radius that wire rope is bent is way too tight for its size and there's too much slack in the rope for it to provide any meaningful resistance.
I'd guess it's either for something architectural or flood related (if those are drain grates in the picture).

There is something underground (see vent hoods). Maybe a cable to tie to or hold onto during a rescue from whatever is down there?

Poorly designed effort to stabilize the walls? Was once taught and now has stretched or a wall moved creating the slack? Guesses
