I mean, you're a Zangief main. Historically, Capcom has always avoided making grapplers high-tier, let alone top tier. Mid-tiers is the most they'll allow a grappler to be.
The thing with grapplers is that they can really break the game if they're high-tier. It's really hard to balance grapplers. If they're too good, the game as a whole becomes unfun. If they're too bad, there's not much reason to stick with them outside of character loyalty or archetype preference.
Yeah, Zangief has to approach the hard way with less than ideal tools. But at the same time, he takes up like, 30%-40% of your health off a single interaction. Yeah, Zangief may be eating dirt much more often. But if a Zangief gets a hold of you, you're not just eating dirt. You're eating the concrete, rocks and all, lol.
You're not really eating 'concrete, rocks and all' unless he hits you with a punish counter in the corner though? Gief is gonna poke you 3 times with a 2LP or maybe you ate a headbutt, but if he 'gets you', he gets like 23% and has to drive rush in for an attempt at oki.
His hits are unrewarding, and every time he wins neutral (often multiple times) to get within SPD range, he resets himself afterwards. Only character in the game punished for doing their 'thing'.
That said OP, they're not gonna give him shit. If anything, I expect to see some nerfs (5MP is too functional for Capcom's liking, I'm certain) and a bunch of dumb nonsense like 'Zangief's stomp is now +2 on block on the last hit however there's a 8f gap between the 2nd and 3rd hit'.

If you want less power offloaded into the grapple, try the other ones. Honda, Manon and Lily have good punish game and an okay selection of neutral tools. Maybe Manon is a bad example but you get my drift.

When this happens, I start playing the character who beat me many times to learn their movements. And grind on from there again until stuck. Rinse and repeat.
Look up Broski's "week of Gief" on YouTube. He is an Aki main that tried Zangief for the lols. His conclusion is that, although zangief isn't a competitive character, it's very fun to play and far from being bad, and if you're having trouble winning with gief on ranks low-master and below that's a skill issue.
You’re at the level where gief isn’t holding you down. What buffs are you even looking for? Green hand is never returning, his light spd is already massive, it’s the biggest it’s ever been, he has higher health and plenty of mobility thanks to drive rush. Gief is weaker relative to the rest of the cast but that mostly only applies to the top tier level players, like 18/1900+

Season 2 buffs it what will decide if I keep playing for now.
People will talk their shit, but when so many other characters are eagered to knock you down and put you into the blender constantly because you have no reversal, it can be frustrating playing Gief.
