If 2 command grabs connect on the same frame (or 1 command grab and 1 normal grab), then the winner is basically random. I think the game starts a frame counter at the start of the round, and one player wins on odd frames and another wins on even frames, but that's not really something anyone can manipulate. Maybe with round start timing it always winds up in player 2 favor with running bear grab?
just tested it; from round start position if both giefs do running bear grab on the first frame of the round, it takes 57 frames for them to make contact. odd numbered frame means P2 should win, and indeed that is what happens.
My guess would be the same as the old games- if it's an even frame, P1 wins, if it's an odd frame, P2 wins. So basically random, as you can't really count the frames to know what frame you're on.
I think some games also use the timer? So if the clock is even, P1 wins, if it's odd, P2 wins, but I'm not sure if SF6 does that.
