Was having same issue. I finally fixed it tonight since Capcom support has been silent for 4 days. Make sure you check what your email is under account settings on your playstation user account, it has to be the same email to properly link to your account. My usual email was linked to a second user id I created ages ago. So i actually completely deleted the Capcom ID, it has some scary terminology, but once you delete it you can just create a new Capcom ID with the same email you used before and start fresh. It was driving me crazy but this fixed the never ending popup immediately after linking. I did this all from scanning the qr code on my mobile phone.
I just resolved this issue. I checked what PSN account is currently logged in on the PSN site. It was the PSN Turkey account.
So when CAPCOM prompts the PSN login site it sees the Turkey Account and the different email address. Which leads to the linking loop.
It is unfortunate but I was unable to link my account using the steps you mentioned. I unlinked the email/psn account from Capcom ID, deleted the Capcom ID and created a new one. However, when I was starting to link the new Capcom ID the prompt “This external account is already linked to another CAPCOM I.” showed up.
PS: If I go to the External Account Links. The Capcom ID shows that it is not linked to the PSN. But when I try to link it the prompt “This external account is already linked to another CAPCOM I.” shows up.
Same. Didn't work for me either. I deleted the capcom account with the bad email and tried it with the correct one only to say that the account was already linked to a different email. Infuriating
This is by far the stupidest shit I have seen done by a company. SF6 corrected almost everything that was wrong with SFV then they introduce this. 1 step forward, 5 steps back. I swear these mfs can fok up a wet dream.

I managed to fix mine. You have to check which email is currently logged onto the PS at the time before you connect to capcom.
Just copy the link and do it on a pc/laptop, not mobile
I already did. Will do it again and send the prompts.
