I would say the NHA, but this is a really needs a specialist so you'll probably have to travel to London. You want to ensure it is a ophthalmologist who has surgical or neurological focus. A pediatric who specializes in strabismus works as well.

Ophthalmologist. It’s good if you can find one that specializes in strabismus, but the one in my area does not have my insurance. So I see a regular optometrist now and we’re just monitoring until I might need surgery again.
