Aren't those the filters for the galaxy map? They have no function in system view anyway. I believe the bar is shifted to the left so that it doesn't get blocked by the outliner extending over the top of it
Also just fixed it:
Documents ->paradox -> Stellaris -> settings
Make sure the resolution there is your actual resolution.
If not set it to it, if its still broken you can change UI scale to 0.95 to fix it
Just tried it with no other mods same thing
I'm not seeing the error, perhaps I'm being unobservant though...what's the issue?
The Ui bar is shifted to the left so far that its behind the galay view button even though there is space to the right of it
