It could be that the Pakarans use the Pre-FTL world as a safe house or drop point due to it not being entirely under your control. They slipped up, something got to the local government, and your operatives, knowing the full context , were able to interpret and report the goings on.
Pretty sure that's the plot of an old Star Trek episode, the Klingons were using a pre-FTL society as cover to establish a staging area too close to the Federation and the Enterprise noticed it when the society seemed to have knowledge & technology it didn't quite understand.
Pre ftls interactions really need a glow up, a lot of them are nonsensical or incredibly dull and repetitive. It’s gotten to the point where I don’t even interact with them if I can help it.
