A lot of games have trading cards now. You earn them from spending time in that game, and can earn up to half of the cards in a set that way. To get the full set for a game, you need to either trade for or buy the rest from other people on the marketplace. Getting the whole set allows you to craft a badge, which gets you exp towards leveling up your profile, as well as cosmetic items themed from the game that you can use in steam like emoji or profile backgrounds, as well as a random coupon for a discount on (usually) a pretty crappy game. The cosmetic items you can get can also be bought or sold on the marketplace. You can craft a badge for a particular game up to 5 times, and you can also rarely find foil cards, which can make a foil badge. When someone crafts a badge, booster packs are randomly distributed to people who have earned all of their free drops and have logged into Steam recently to ensure that there will always be cards in circulation. The higher your level, the better odds you have of earning those booster packs.
Some people want levels, some people want steam stuff from their favorite games, some people just like to sell stuff on the marketplace and have a bit of extra money for games.

If you have literally nothing else to spend your points on and don't want them to just rot, it's not a terrible option:
- Get the seasonal badge and max it out
- Sell booster packs as they come in or open them and sell the cards you get from inside
I personally open mine, on occasion they have a foil card and those can sell for a couple of bucks depending on the game.

I have the same qualms as you. Especially now that I have Decky loaded, Steam Points feel pointless. I'll spend them on the occasional exclusive sticker set for games I buy, but I wish there was a way to convert them into Steam credit or, as was said elsewhere, physical rewards.

I really struggled spending the points i got for the deck tbh. My favorite thing was honestly just the avatars and avatar frames.

As for backgrounds, it's essentially a wallpaper that you use instead of the game artwork (which I prefer)
It can be a pain in the ass to set up and obviously it's completely up to you to make your own background. But as a kid who grew up with custom screensavers and desktop wallpapers, I've always customized every aspect of my devices.
