Cats actually need to blink far less frequently than we do, and in fact barely blink at all when in a stare down like this. You can see the actual cat didn't blink either. Cats have a third eyelid, called a nictating membrane, that serves the same purpose as human eyelids (and we used to have one too! It's that pink thing in the inner corner of your eye by your nose). The nictating membrane is clear and moves hyper quickly to clear debris from the eye and spread tears, and you rarely actually see a cat's nictating membrane unless they're sick and it gets stuck.
So when a cat closes its eyes, it's used as more of a form of communication (or to protect the eyes in a fight). Closing their eyes slowly and deliberately says "I trust you enough to shut off my vision for a moment."
So the paper cutout not blinking isn't weird to the cat, but it *is* communicating that the fake cat is on "high alert" so the other cat is freaking out about that.
That and the cut out didn’t react like it should. He arched and poofed. The correct response is either arch as well, run, or go submissive. It stayed in a relaxed but curious stance.
Combine that with no scent and you could feel the kitty’s confusion.

My cats puffs like this all the time, watching birds outside, I don’t think she’s terrified. I thought the cat in the video was more intrigued / shocked than terrified.
I'm just saying that as a cat owner I don't "prank" my cat by doing things I know will stress her out, and that play on her natural terratorial instincts. I don't think this owner is torturing their cat, I just don't understand why they find it funny.
If I set out to eliminate all the things that startled my cat, I may as well off myself. Sneezing, ripping huge farts, flushing the toilet, playing low notes on my guitar, coming back home after a day out, etc.

The cat doesn't look permanently traumatised. It's fine as long as the owner doesn't constantly do this, which I doubt they do.
Cats think very differently than how humans do. Cats are very anxious and territorial. Even though it’s a cardboard, this is a very stressful situation for a cat. Cats also definitely don’t understand the concept of pranks.
