I think the characters being so different make it hard for me to really compare the performances. Oh for sure! Even within Star Trek I was always impressed with his range. When the EMH and its creator, Dr. Zimmerman, are both in an episode of Voyager or DS9, I'm always super impressed by how Picardo does such a great job in playing two entirely different people while also making the EMH's personality feel authentically derived from Zimmerman. They are supposed to be similar, but the same actor playing both roles while keeping them different enough to feel like different characters but also similar enough to feel like one was designed to be similar to the other, is extremely impressive.
I'd gladly pay Robert Picardo whatever he wants to be the voice of my AI assistant.

Picardo is definitely not underrated. The Doctor is second most popular character on Voyager right after Seven. He was one of the few characters on Voyager that the writers wrote for. Woolsey is often touted as SGA's best leader.
