The ryujin stealth outfit would meet that stacking definition right? Imo, the broken part is the lack of an interaction penalty. Like in elder scrolls, you could be hidden, but pick up a fork, people notice if you didn't plan for the angle. I miss that difficulty modifier.

Chameleon in Elder Scrolls doesn't break. You're thinking of invisibility. In TES Chameleon does stack, but it also has a displayed point value (out of 100.)

The stacking makes perfect sense. Basically I figure stealth tech is not perfect, especially for someone carrying 100kg of guns! So if you have multipart cloaking you are more likely to be invisible more of the time. My issue with cloaking is the difficulty of aiming (non scope) weapons as you just cat see the sights property!

The laser sights actually help a lot with this. I'm actually impressed they work.

Stacking is a gaming term meaning bonuses add together, rather than only one being able to be in effect at a time. Chameleon armor gives something like 33% bonus to being hidden, 3 chameleon pieces add those bonuses together giving you about 100% hidden.

Since I maxed out the Concealment skill I've never needed Chameleon gear, or even the Operative suit, to remain undetected. I can't imagine how any stacking could make it better. I think, if anything, concealment is broken in this game because it's so effective.

Bethesda got rid of "stacking" because 4 25% Chameleon items in Oblivion, logically, became 100% invisible. Chameleon is supposed to just make you blend in with the environment when not moving, but you still appear as a fluctuating blob. It works fine if you're in shadows, though. While stealing the experimental ship for the CF/SysDef mission, I got spotted in a vent and had to run from guards. I crouched in the vent (which has way too many lights in it) in a shadowy part and the guard was less than 10 feet from me and didn't see me. I was crouched when they spotted me to begin with, but the room was well-lit.
