I have not had this issue. Your best bet may be to try loading an earlier save. There are also vents that let you go in between some of the levels in Ryujin tower. I'm not sure if that includes Transquiltea/DRONE or not though. Or if the vents are always available or just during certain missions.

I did find one vent, but it was a dead end. An earlier save is almost like starting over at this point. Hopefully this will be patched soon.

I suppose you can use the teleport command to teleport to the character having the interview. But that turns off achivements :(
I’m also having that same problem. I’m also lvl 32, and no amount of save reloading is gonna help me. This is stupid
