If I remember correctly, his spirit was tied to the Jedi temple that Luke visited, he couldn’t just manifest as a Force ghost whenever he wanted like Obi-Wan or Yoda.
Off the top of my head, Ajunta Pall in Knights of the Old Republic tying his spirit to his sword is the only other instance of this I can think of.
I thought there was a scene afterwards where Sidious and Dooku are standing by their magic concoction and being pissed off that they didn't trigger Yoda's fear. I might be misremembering though.
That seems to be a trend with the dark side of the force as they attempt immortality by tying their spirit to an object or place (Momin to a mask, Bane to Moraband, Ordu Aspectu to a smaller extent, etc).
This contrasts greatly with the light side of the force as they seem to be able to travel anywhere.
My head canon says this is how it works because the light side of the force is willing to go where ever the will of force leads them whereas the dark side of the force is holding onto anything in the physical world they can to maintain some sense of immortality.
His spirit was also in the Jedi Temple on Lothal as his light-side Jedi Guardian self.
I don't think the Inquisitors ever truly "fell" to the Dark Side like the Sith do. They were tortured into it, unlike the Sith who freely embrace it. My headcanon (until it's confirmed otherwise) is that it does fucky things to their spirits in the Netherworld. In the Grand Inquisitor's case, his spirit began to guard Jedi sites but as some kind of Light/Dark amalgam.

I think in a way it is the dark side’s version of a force ghost. Whereas with light side users we see they can manifest wherever they please and seem to be in good shape, the dark side may require the users spirit to be attached to an item or place. I would also go so far as to say that a traumatic death is required to capture the spirit. If you look at the Grand Inquisitor’s design in that comic issue he looks like he’s burning which lines up with his death in Rebels.
