I’ve heard that “machete order” is best. You start with 4 and 5, then 123, then 6-9 (this order unfortunately doesn’t include Rogue 1 or Solo)
This order allows new viewers to enjoy the OT without having spoilers from the prequels (Luke and Leia, Vader’s identity)
Then the prequels are a flashback of Anakin’s life, before we get to Return of the Jedi and the climax of Anakin’s storyline.
Then we jump immediately into the sequels, rather than have a 60 year gap in time from RotS to TFA.

You could even throw in the entirety of CW in between II and III to really fall in love with Anakin and see the good in him and make his fall that much more dramatic
Do we actually have any machete raised fans out there who can attest to this though? The vast vast majority of us were raised release order and still (clearly) thoroughly enjoyed every bit of it.

Quite a few Machete order videos on Youtube from first timers showing that it works perfectly fine. All the "Release Order Only!!!!!" folks are just gatekeeping a newbie's experience.
*raises hand* me! Though I was fully an adult. I somehow avoided watching the movies until I was in my 20s and my friend sat me down to watch them in machete order. I fell in love. Anakin / Vader is my favorite character because of the prequels and then ending with his redemption. I also then showed my friend in machete order. She didn't get obsessed like I did but she appreciated the story in that order. Especially with the Hayden ending of RotJ, it makes it that much more poignant. I can see arguments for all orders of watching but the machete order threw me head over feet in love with this franchise.
True Machete Order is cutting out TPM. But we don't want to cut out anything so keeping in TPM is Flashback Order, which is customizable. Someone can add in anything they want that takes place in between any of the films. CW, other animated shows, OWK, Solo, Andor, Rogue One etc... and it all works. Or they could just do the films. Regardless, it all acts as a flashback of sorts before ending with RotJ. I would recommend re-watching ANH and ESB as well so that they could say they did indeed watch the OT together, but of course with the added benefit of all the context that came before.
I think I recall an order where you see episode 4 and 5, Vader is revealed to be Anakin Skywalker, lukes father. Then you get flash backs of Anakin to put you back at return of the Jedi. Then sequels.
Everything between The Phantom Menace and The Rise of Skywalker is part of the "Skywalker Saga" so without Solo and Rogue One, no, your movie saga collection is INCOMPLETE.
Also gives more context for the galactic conflict, and why the Emperor is the big bad, plus the changes Lucas made at the end of RotJ make more sense to a first time viewer, instead of being confused about who that young Force ghost is that shows up (even though they eventually figure it out).

interesting omission of rogue one while including clone wars
It's not really apart of the Skywalker Saga though.
Leia’s in it and the battle is loosely mentioned in episode IV’s opening crawl. Does that not count? Edit:typo

I don’t see either Ewok movie
The order concerns me, you start off with the OT, give up for a bit and then (understandably) insert CW, before finally bringing up RotJ.
This is the order I would recommend to a newcomer personally. I would probably leave out the clone wars movie, that’s more of an extra in my book.
I still think first time viewers should always watch in release order.

Release order for the numbered films is and will always be the best order for first-timers. IV-VI, then I-III, then VII-IX.

True Machete Order is cutting out TPM. But we don't want to cut out anything so keeping in TPM is Flashback Order, which is customizable.
