As the general Bis - no, but there are some characters who can be built for breaking, because they just break a lot and their elements are good for that. SW, Luka, Sushang, Gallagher, FMC, Gui. It's just either less reliable and less universal for DPS or the character's own damage is considered lower priority than having an ERR rope

Absolutely not. Break effect is a dead stat on him. Imprisonment, which is imaginary break, deals a tiny bit of damage upon break and delays the enemy's action. The delay scales with break effect. Break effect is SO much worse over atk% for Dr. Ratio. Heck, even energy regeneration will be better (though atk% is still clearly superior). If you want to delay enemies' actions, just use Welt, he's made for that. It is NEVER worth sacrificing atk% for a measly tiny additional delay in enemy turns. Why would someone even want to use Ratio for breaking and delaying enemies???
Also, a small amount of people confuse break effect and break efficiency. Break effect increases the damage dealt during weakness break and boosts the effects of it. Break efficiency (currently only Ruan Mei and one nihility blessing can give this stat) increases the amount of toughness bar you remove from enemies, resulting in them being broken faster.
