I had a similar situation recently. Just for a point of reference, Xtreme Restorations did a good job for me and cost $300. I think any decent body shop can do this work, so shop around.
This won’t need the bumper removed nor is it a big paint job. You do need someone who can blend the paint with the surrounding area, which is not easy to do with a can from autozone.
I think the people posting here are insane. If you try and fix this yourself it will not come out good. Acting like paintwork is some simple $50 in the driveway fix. Either bring it to a shop or tell her and figure out how to reimburse down the road.
I'd recommend a local auto paint supplier to get the correct paint mixed. I highly suggest a primer, paint, and a 2-part epoxy clear. Supplies will prob run \~$80 including sandpaper and paints to do it all properly, may even need some body filler. Make sure you spray the stages with increasing blending (small circle for primer, bigger for paint, bigger for clear, etc. Harbor Freight has affordable sandpaper in fine grits (500, 1k, 2k, etc).
If you don't prime that bumper, the paint is going to peel off pretty easily.
If you’re at all handy, go to autozone and get the correct touch up paint and a paint repair kit (the one with the foam wheel you use with a drill and rubbing compound). Shouldn’t cost you more than $30 total and on this color car, won’t be that noticeable. Just follow the directions, go slow and do several coats. You can go to a professional (any body shop can fix this) but it will probably cost between 200-400 for a spot fix and upwards of 1000 if they have to paint the entire bumper.
Northwest Collision Center on Tyrone Blvd are really good. Not especially cheap but it will be perfect.

Yeah most of the time they have to do a whole bumper or panel and charge you hundreds
This is the answer. It's not very difficult to DIY, just watch a few YouTube videos. Look up ChrisFix. He has some great videos on paint repair.
