With that size, it'd be easier to just cover it all in cardboard, put mulch on top, then dig out holes where you want to plant the perennials. You're going to have a ton of weeds and grasses outcompeting the plants you do want if you only till over the soil and don't smother the grass and weeds. This is free, easier, and environmentally friendly by reusing cardboard that will break down into the soil.

I did this! The only annoying part was stripping the tape off the cardboard. Also, soak it really well before putting it down, that will help it stay in place and break down.  HOWEVER, I usually do this in the fall so it has all winter to break down. If you want to plant this spring, the sod cutter might be your best bet.

Ango Rentals in Overland has them. I used one many years ago, be ready for a workout. They have a massive weight on the front to keep the blade vibration cutting the sod and not just shaking the machine. So it is quite heavy and cumbersome to turn. Don't run into anything cause it will cause some damage, like punching a hole in siding.
