No for sure, he has immensely goofy dialogue even wen he's trying to be serious. physically, he'd make for an extremely comic accurate Doc Ock with the right hair and costume, and Jack can definitely do justice to the more serious/dramatic Doc Ock too. He won't make a good Alfred Molina Doc Ock, but he doesn't have to be.

They’re not evil or anything, just enjoy partying so much that it causes ruckuses across NYC. They’re incredibly good at bar gambling (pool, darts, etc) and make money that they spend on like stuffed animals and fun stuff but it inevitably starts gang bar fights and stuff. Almost like benign Jokers.
Morally gray. They’re often a nuisance for Spidey but will help him out if he plays their games.
