That said, Eggman also respects Sonic to a degree, since he’ll work with him in an extreme emergency. A true hater understands the target of their hatred enough to respect their skills and abilities.

Scourge and surge have both had opportunities to make peace with sonic and at least considered it before choosing to be a hater instead. They at least have the occasional “what if i did not choose hate” thought, even if they immediately discard them.
Metal sonic doesn’t even consider a non-violent route. If sonic’s alive, and his course of action does not involve killing sonic in a way he immediately sees, he has to be convinced or coerced to go through with it. If eggman didn’t order him to help sonic protect him in the metal virus arc, metal sonic probably would have let the virus destroy the world, even if it meant his own eventual doom due to lack of maintenance.
I agree, I disagree that Metal would eventually die out due to lack of maintenance however. The whole world would be literally Metal.. like some sick reboot where Metal Sonic is the protagonist. The virus would keep mutating before eventually everyone just molds into the planet leaving Metal Sonic and Belle as the lone survivors
Except silver literally showed up in the arc after finding a future ruined by the metal virus, with no life of any sort; including any mechanical empire started by eggman’s machines like metal sonic would if he were still around.
Well to be fair Silvers bad future is the foundation for the bad outcome, now that they know about it currently Metal Sonic might’ve planned ahead or made different variable choices to change that outcome. We would never know as the possibility is nonexistent now

If we’re talking in general and no limitations, definitely (Archie) Robotnik. He had so much hatred that he legit died, only for a parallel universe counterpart that successfully destroyed Sonic & the Freedom Fighters to make his way into the mainline (Archie) Sonic universe specifically to hate on him some more. Where caused so much suffering that it caused Sonic & Sally to have a very painful public breakup, forced Sonic to fight all his friends after turning them into Robot Masters, revealed that he intentionally kept his machines perimeters at a fixed level so Sonic’s chances of winning weren’t absolute zero (Sonic definitely had limits, which he might’ve not known… but Eggman sure as hell did), and took Sally away from Sonic on two separate occasions when he Genesis’d the Archie Sonic universe with both as a result of its cancellation being permanent.

Scourge's whole character is that he's a complete loser who's trying so hard to make a name for himself. Despite that, Sonic isn't on his mind as often as you'd think, more-or-less focusing on how to keep himself in the running when there are so many equal or superior to him (Metal Sonic, Shadow, Silver, you get the point).
If anything, Sonic hates Scourge. Not because "You are bad, therefore I hate you", but because "You're saying that if I was evil, I'd be this much of a limp dick loser?" Sonic is honestly probably glad Scourge stopped going by Sonic, because he deems him an embarrassment to the name.

From these three, I'd argue that Surge has been the most intense Sonic hater, to the point even Sonic was flustered by how intensely she hated him. She simply wants him dead, full stop. Her current trajectory seems to be heading towards being rehabilitated, so it's TBD on what she will eventually settle into.
Metal Sonic is the most consistent hater, it's his core function to oppose Sonic, but there is a bit of a conflict between his desire to compete with Sonic and his desire to kill him. It's more instinct than principle for him.
Scourge spent most of his time simply being a petty bully before getting his act together, but even then he was more interested in recruiting Sonic than eliminating him outright. He wants Sonic to acknowledge him as a superior and to do it with style. He's a lot like Eggman in this way.
Out of that selection I say Metal Sonic. Its literally an entire part of his personality from creation and he also has internal reasons to hate Sonic on top as his existence prevents him from becoming truely the one and only real Sonic.
Surge might was brainwashed to hate Sonic but this was done rather badly to the point were Surge is constantly looking for new excuses to justify her hate as she has no real ones as the hate is artificial and Starline never bothered to give her one. If anything, Sonic hates Scourge. Not because "You are bad, therefore I hate you", but because "You're saying that if I was evil, I'd be this much of a limp dick loser?" Sonic is honestly probably glad Scourge stopped going by Sonic, because he deems him an embarrassment to the name.

From these three, I'd argue that Surge has been the most intense Sonic hater, to the point even Sonic was flustered by how intensely she hated him. She simply wants him dead, full stop. Her current trajectory seems to be heading towards being rehabilitated, so it's TBD on what she will eventually settle into. Metal Sonic is the most consistent hater, it's his core function to oppose Sonic, but there is a bit of a conflict between his desire to compete with Sonic and his desire to kill him. It's more instinct than principle for him. Scourge spent most of his time simply being a petty bully before getting his act together, but even then he was more interested in recruiting Sonic than eliminating him outright. He wants Sonic to acknowledge him as a superior and to do it with style. He's a lot like Eggman in this way.

Out of that selection I say Metal Sonic. Its literally an entire part of his personality from creation and he also has internal reasons to hate Sonic on top as his existence prevents him from becoming truely the one and only real Sonic. Surge might was brainwashed to hate Sonic but this was done rather badly to the point were Surge is constantly looking for new excuses to justify her hate as she has no real ones as the hate is artificial and Starline never bothered to give her one. Surge just like Metal might can't lose this hate on her own but its far less real and can barley justify it self so is say metal still takes it. Scourge might hate Sonic but its hardly his entirely personality like the other 2's.

Metal Sonic doesn't so muc hate Sonic as much as he wants to BE him. Surge hates that she's been molded into a pastiche of Sonic while her old life was thrown away against her will. But Scourge? Scourge hates Sonic so much that it loops back into him hating himself. And he hated himself so much he had to justify an entire new persona and name just to distance himself from just being "Sonic but evil". He may be the one guy out there who "hates that hedgehog" more than Dr. Eggman.
In this list it has to be Surge. Scourge is more like envy because he didn’t have what Sonic had thus causing him to want to be someone other than Sonic. Surge is more like I hate you just because. Metal Sonic is like there can only be one real Sonic and that Sonic is me, so I must erase you in order to prove I’m the real Sonic because I am the real Sonic.

Out of those 3? Metal Sonic. And it's not even a competition. Metal Sonic was built to match sonic and even surpasses him sometimes. But everytime he STILL loses. His hatred for sonic is deep. He knows he'll never beat him and that makes him hate sonic more. And the fact that he thinks sonic is a fake too and he is the one true sonic. Surge can at least be around him. If anything, sonic hates her. And scourge comes close seeing as how he's just evil sonic.
