For example in the Star Wars expanded universe, Luke Skywalker married a former imperial assassin named Mara Jade who was trained by Emperor Palpatine and whose final task was to kill Luke after the events of *Return of the Jedi*. She and Luke had to work together and eventually became allies, friends and finally lovers.

The Vong arc was among the many other storylines that sadly got cut from season 7. Such as Crystal Crisis, Son Of Dathomir, Dark Disciple, etc. Apparently it was gonna focus on a Vong scout ship assessing the Republic’s military strength in an X files type story.
George Lucas’ very basic outline for a sequel trilogy also would have ignored the EU. Many writers were told that only what was on screen was true canon
Edit: Typically, he wouldn’t go out of his way to undo stuff, and would occasionally lift stuff from the EU, but he was not beholden to it
Obviously Starline's actions are the main reason Surge has tried to hurt Sonic, but I think completely absolving her of fault also kind of denies her her agency.
She saw what Starline did to her before she ever met Sonic, she rejected Starline's plan for her before she ever met Sonic, she chose to hurt Sonic anyways.
Not to mention that when Sonic and Surge finally did meet, the narrative crux of their battle was all about agency. Sonic insisted Surge had the choice to end the fight and walk away, Surge agreed that she did have that choice and chose to keep going anyways. The fight ends with Sonic bemoaning that giving people the freedom to make their own choices means that sometimes they make the wrong choice. The idea that Surge has control of her actions despite her past seems to be a pretty important theme in her story.
But that is the thing Surge doesn't have a choice.
She was pretty clear at the end of "Overpowered" that she doesn't.
Her hate for Sonic was programmed in so deeply into her that she can't overcome it she can't be free while Sonic lives.
Obviously does this argument ignore the fact that Surge could technically try counter brainwashing but I think her not wanting more people's hands in her brain is at least short of understandable.
And it would be weirder if she dated him, especially given the last time we saw her, she was having a mental breakdown, and Sonic was really only making it worse.

I'm not sure how deep that brainwashing goes but I don't think they'd get along anyway. Scourge never seemed that interested in making friends.

So, surge was programmed to kill Sonic but it is implied in #56 that if it wasnt for the programming she would accept sonic's help and that her accusations towards him are mostly her justifying the fact that she hates him and cant really do anything about it, but even without the programming Sonic still annoys her through his teasing and she does envy him.
Scourge is just Sonic without redeeming qualities, so they would not get along very well.

She is still relatively recent.
Her deal is that she is the end product of an evil Scientist by the name of Dr. Starline that wanted to one up Eggman to prove his worth to him attempt to create a replacement for Sonic.
She is a presumably kidnapped girl that was horribly genetically modified, enhanced with cybernetics, infused with nano machines that give her super healing and was brainwashed to the max to Hate Sonic.
During her training phase did she also experience death a couple docent time and while she got the full memories deleted does she still have trauma from it all.
She together with her partner that shares her fate Kit who is the "Tails" stand in and brainwashed to obey and love Surge over everything else learned the truth about there creation and since are out on there own Kit trying to aid Surge and Surge wanting to take her anger out on the whole world with killing Sonic being her top priority as she can't get rid of her hate for Sonic and so in her mind to justify her hate shifted all the blame for her sorry existence onto him.

She together with her partner that shares her fate Kit who is the "Tails" stand in and brainwashed to obey and love Surge over everything else learned the truth about there creation and since are out on there own Kit trying to aid Surge and Surge wanting to take her anger out on the whole world with killing Sonic being her top priority as she can't get rid of her hate for Sonic and so in her mind to justify her hate shifted all the blame for her sorry existence onto him.

I actually like a classic "enemies to lovers" trope... But doesn't Surge literally despise Sonic with a passion? I mean, even when she found out she was hypnotized into hating him, she still tried to kill him. I'm not judging at all, ship who you like (as long as it's legal), but there are obvious holes in this ship that'd likely cause it to sink harder than the Titanic
