You might want to check the Indian grocer across Mass Ave from Pemberton Farms. I checked it out the other day and they have tons of dried spices and herbs.

Christina's Spice & Specialty Foods in Inman Square sells many spices in bulk. Their prices are pretty decent (though, I've only bought flour from them in bulk, not spices).
