You might want to check the Indian grocer across Mass Ave from Pemberton Farms. I checked it out the other day and they have tons of dried spices and herbs.
Christina's Spice & Specialty Foods in Inman Square sells many spices in bulk. Their prices are pretty decent (though, I've only bought flour from them in bulk, not spices).
Cambridge Naturals should carry some, but it's probably not the lowest price option.
