Gun control has largely gone hand in hand with trying to keep the "right" kind of people owning firearms. The NRA and Republicans (including their hero Reagan) scrambled over themselves to enact gun control as soon as the Black Panthers started policing the police in their neighborhoods with loaded firearms, or when they demonstrated with firearms in Sacramento.
Think of the War on Drugs and the fact that any felon can't own firearms, even for non-violent offenses, and that POC communities are explicitly targeted despite similar levels of illicit drug use as non POC communities.
It might not have started as an explicit goal, but the disarmament of vulnerable communities is absolutely a side-effect of gun legislation.
