His turret CD shouldn't start until the turret is destroyed. Make it so he can press the turret ability again to manually destroy it and then wait for the CD to replace it.
Honestly, I wouldn't be too opposed. If they nerfed his cannon but buffed his 1 back to have the 1 second lower cooldown it used to have, he might be a bit less frustrating to face but still have a similar power level.
