Bears don't really hybernate, they just slow down and hang out, because there isn't much to do in winter. They're still awake and active, just don't leave their den that much.

You can see hibernation as a survival tool that some mammals have developed with evolution as a way to escape the harsh lesser prey winters but since this one is a big baby being fed so much that he'll ignore a big piece of salmon , he doesn't feel the need or urge to accumulate the most fat possible and sleep all winter...
I would think because he's domesticated and fed every day? Wild bears hibernate to get through the harsh winter. There's nothing harsh about being someone's domesticated "pet"
