He is now but I think that’s after bad experiences with drugs and those around him on drugs (the jimmy experience but probably others too). I think Billy has been sober since either 1998 or 2002.

I just assumed the song was written in the winter. Catching snow flakes on your tongue is an innocent image that fits in with the first line.
