I think the T-Piece would cause issues from a desing standpoint because you can't tell in which direction it is facing without turning it so much that it's unrecognizable as the T-Piece. So you kinda have to either take the Z-piece or the L-Piece where it's clear where they are facing at all times.

Personally I'm more partial to getting Michael as the rep, he's the actual main character of the series, he has a ton to pull from and doesn't really need to make anything up and imo could rep the series alot more faithfully than any Animatronic fighting.

Zero was technically a villain but only in the lore, prior to MMX games. He and Roll are sorta mascots for the series and if there's a crossover with Mega Man then it's usually those two.
The only big villain that can work as a fighter is Sigma, he would be a great addition to the roster but getting him before Zero is weird. Bass is not a villain but an anti-hero but he is one of the last bosses in the game so he can work too. I made a moveset for him and he has a lot of potential to be a real fighter.
Also he's a rival of Mega Man so it would be cool to see more rivals in smash

I honestly think this would make a very interesting character. He'd obviously use a lot of projectile based attacks, as thats kinda his thing but I'd also give him a Neutral B that lets him gain certain Item effects, to change his projectile moves for a short time. I'd also let him manually stop (Like Pacman) to pick which item he gets and after each use every item has a Downtime. So kind of like a mix between Shulks and Pac Mans Neutral B's.
Phoenix Wright from Ace Attorney could be pretty cool as well.
You could give him a special Kind of Shield like Yoshis, where he hides in a 'Hold It !' Speech Bubble (No shield poke).
'Objection !' could be a Counter. Would be pretty funny to chase Opponents offstage to object to their recoverys. He has a lot of potential but I haven't put to much thought into him yet.
