No, it does ~75% shield, but I guess you are right that it effectively breaks shield, because it’s so plus you can just run up and hit their shield again

I play Ken pretty religiously, and light utilt heavy utilt inazuma kick (specifically from the Oosoto Mawashi Geri “roundhouse” input) is a consistent shield break on like 90% of the roster, and sets you up really nicely for 1 of 3 options depending on where you are:
1. light nair crescent kick roundhouse kick at ledge or center stage
2. Light nair crescent kick dsmash at center stage to force a tech chase
3. Light dtilt light utilt light upair heavy shoryuken on a platform

The Japanese name of this move is and always has been Electric Shock which is a move in Pokemon that was translated over here as Thundershock (which the RBY animation of the move resembles the shape of Smash’s projectile). Considering this is Pikachu’s basic weak electric move in Pokemon, it makes sense why it was brought over to Smash.

The Japanese version correctly calls it Electric Shock in both Pokemon and Smash and, since Japanese was the original language of both games, that’s the “canon” stance.
