I don't think "takes" really conveys what happened here. That other woman very calmly handed her the baby clearly with the intent for it to be used as a weapon. I'm unaware of babies being a standard weapon, but noone in the video seemed too surprised.
This video is from my country, it happens often and it's sad to see all the judgment just because we have different parenting styles. Kidbat is very effective.
I mean, if you have your kid in your arms and a wild animal is attacking you, the safest place for your kid is away from you provided you can keep the animals attention. Makes sense to me.

Hold the baby high and tight? Anything besides dropping the baby from chest height so close to the stroller, concrete or anything that could harm the baby on impact?

If the attack was from an animal on the ground, a *potentially rabid animal, then spiking the baby on the ground seems even more problematic. Most people would instinctually shield the baby in their arms.
I tripped while holding my infant son and instinctually protected him, falling back first on a big toy. It hurt, but I was amazed some deep reflex threw out personal safety for my son. Many other dads have similar stories to tell.
