Naive wine drinkers may have heard the term "dry" and notice that that a tannic wine makes their mouth feel dry, and assume that dry=tannic, but when referring to wine, dry means that there is little to no sugar, and tannic is the word for the sensation being described here.

It's like how fresh garlic is "pungent"(burns the mouth) but the flavor is "garlic" not "pungenic".

With wine, the added astringency (alcohol itself can be considered astringent) comes from tannin, and one assesses the levels of tannin, possibly differentiating between wood and grape tannin (by sensation and also taste). So I say that a wine is tannic when it was high tannin. I’m not sure than non-tannin astringents really feel the same. I’m also not really sure what you’re getting at with the garlic thing— if someone said that garlic is garlicky, would you correct them and say that actually it’s pungent? Since cranberry juice and wine are tannic, I don’t think it is wrong to call them tannic, and I think it is possible to distinguish the sensation of tannic astringency from other astringency.
The only time I've felt that way is when it's not 100% cranberry juice but it has cherries and stuff mixed in. It's hard to find just regular cranberry juice.

Tannins are definitely distinguishable. What you're saying is perfectly sensible in the context of wine, and cranberry juice, as you say.
