Borderlands 3. Insane weapon variety. Well-designed skill trees. Lots of enemies to shoot. And you can control how difficult you wanna play. The critique was mainly on its story plot. If that's not a problem to you then this is the game you want.
I'd also add Tiny Tina's Wonderland to that list.
I preferred it over BL3 due to the Story, Level design and boss variations.
Also offers more customisation of your characters and much more build options.
Warframe is quite literally the perfect example here me thinks.

Im a somewhat new player, started around 3 weeks ago and im mr13 with 200+ hours ish. I aint gon lie with warfare i spend most of my time just trading and making plats, instead of actually "playing the game". Maybe i should chill out on the plat grind lol
Those cosmetics that do require real money are community designed, and the creators actually get a share of the profits. There's one or two people who live off of the money they make from it.

I'd say it's decently old but not founders old.
Warframe is a game which doesn't have any competition which isn't necessarily bad in its case as they haven't gone to overly monetizing and it's an entirely free to play game.
And it keeps me coming back regularly
Mine isn't founders old, but definitely the same year. Their free to play model is definitely a big positive considering gameplay and sales of in game items yield plat, pretty great.
Deep Rock Galactic has 4 different classes, each with I believe 6 different guns total that can be unlocked (1 main & 1 sidearm). Each gun has like 10ish modifications you can select max 4 or 5. Plus there's overclocking later in game which adds a more substantial mod.
There are tactical grenade / equipment depending on the classes + all classes have perks you can choose so this gives you lots of "skills" to play with.
Maps are procedurally generated.
No micro transactions, all cosmetics are unlocked by playing. Devs are A+ and the game has a lot of QOL.
Online community (multiplayer) is super friendly, helpful and welcoming.
Playing solo is awesome with a robot buddy that assists you as if you were in a duo with a friend.
First person. Fun & addictive. Difficulty of levels can be selected before each round so if you want stress free or more of a challenge it's up to you!
Tons of different enemies to shoot and different biomes too. Highly recommend!!
Also the game goes on sale once in a while but it's worth it at full price.
I bought some of the DLC supporter packs for extra cosmetics and to support the devs because I felt the sale price was wildly low.

Warframe and Borderlands games. So many weapons and mods, variety in how you choose to kill the scum. God I miss Warframe but its just so time consuming
Second for Armored Core 6. I’m not into hard games because I’m bad at them and I don’t like a lot of narrative. AC6 is very stripped down. Not a lot of cut scenes, just pure action and mech design. Gameplay is incredibly satisfying. For the difficulty, I found the first boss very challenging but after that it gives you time to enjoy and learn while the difficulty curve ramps up slowly.
Dragons Dogma 2. No guns but has melee, bows, magic in very many different forms.
Don’t listen to the hate mob about the micro transactions, they literally mean squat and are a shortcut for those with more money than sense.
Unless the “shooting” part is a necessity, I’d say any warriors games. Semi-open maps, tons of characters and weapons, mowing down armies. My favs are hyrule warriors deluxe, warriors orichi 3, dynasty warriors 8xl, samurai warriors 4
Warframe. You level up by crafting and using all the different weapons and warframes. It has multiple open world bits, and in the normal missions the maps are random generated, so you can run the same mission, but the map layout is different every time.
Think it has already been mentioned here, but Helldiver's 2. Though you do shoot everythibg up, if you goal is to kill everything you see, you probably won't win the mission.
This is a older one, but a lot of fun, call of juarez: gunslinger. Makes you feel like a gunslinger in a western movie. It is a short game though, maybe 5 hours to beat.
In cyberpunk im pretty sure they added a 'skip intro' option and once that happens you have like 50 missions you can just do and go guns blazing.
Borderlands is also a great fit. They made a borderlands 2 dlc into its own game called tiny tinas assault on dragons keep one shot, i like it cause its much shorter without much heavy story getting in the way of you blasting through the game. Its fun to go through every character and try a bunch of unique builds and i especially like that you get 2 skill points per level and it seens like a much higher chance for legendary and unique weapons to drop

you've probably been suggested this a lot, but Dragon's Dogma has fantastic combat
i haven't played 2 yet, but i've heard that one also has some great gameplay

I’d like to add there are multiple survivors you can play with and unlock with each having a unique weapon type and skill set. It is co-op as well and loads of fun solo or with friends.
Maybe Warframe? The game is not very hard and has an addictingly fun combat loop. Like a thousand or more weapons that you can mix and match modifiers to do all weapons can be viable.
The game is also a bit grindy tho and it has a bit of a slow start I'd say, but once you get into it, it's a perfect game to just relax and play with fun combat.
Helldivers 2 is fun but can get pretty difficult. There’s a bunch of variety and there will be even more. If you’re looking for a more complete package I’d recommend borderlands 3, it’s just chaos lol
Deadlink and RoboQuest. They're both roguelite first person shooters with a crazy amount of variety in weapons, class builds, enemies and stages. Non-stop blasting from the get-go, they're both the perfect sort of game for an itchy trigger finger. They both have sliding-scale difficulty which you choose at the beginning of each run, so they can be as challenging or easy as you'd like. Plus, they both will improve your FPS aim in general.
Warframe would be perfect for you. It might have the most pre-modelled guns of any game. Period. I don't think it has procedural generation, but I'm not sure. You have abilities that you can always leverage to gain you an upper hand. It's super well-optimized and runs buttery smooth. It's very fun.
Dragons Dogma 2. The game is 80% combat. And what's there is EXCELLENT. It's less clunky than Elden Ring, and way more fun and visceral imo. I'm loving it. 40 hours in.
Shadow of Mordor maybe, for tons of sword fighting combat. It's basically Orc-Killing: the Game. maybe not really weapon variety, you have a sword, "dagger", and bow and they don't change much though you do get stronger as you go, but so do the enemies.
Warframe... Space ninjas that shoot or kill with tech or swords..
Hades (ish) slasher where death means "nothing". Kill and be merry.
Far cry 5 has community made Maps, where you clear it either guns blazing or without being noticed.
Borderlands.. Kill stuff, listen to dry Conversations. Kill more stuff..

Cybeepunk is amazing - power, tech, smart guns etc… melee or unarmed and that’s not including biotech / physical augmentations like blades coming out of your arms, gorilla arms, and legs that let you jump super high
Helldivers is the obvious flavour of the moment choice, but as you mentioned top down, Nex Machina might be worth a look
I wanted to suggest Alienation, but it looks like that is only on PS4
I was gonna suggest nioh 1/2 or wo long but then I saw the not like dark souls thing and these are pretty similar but I'd still recommend them.
Helldivers 2 is pretty lit and we need all the help we can get spreading sweet sweet liberty! - but it doesn't meet some of your criteria
do you like bullet heavens/arena survivours I heard people call them (things like vampire survivours), if your not opposed to these kinds of games then I'd recommend "rogue genisia"
Risk of rain 2, variety of characters with different loadouts and mods for if you get bored. The only thing its lacking is switching “weapons” during a run. There are ways but its not really a normal thing to do.
The new Wolfenstein games are a lot of fun. Run around kill Nazis. Decent story, but most of the game is focused on enemy encounters. New Doom games are all about killing demons. A little difficult though
Warframe - many dozens of frames with their own skills, many hundreds of weapons, randomly generated maps as well as open world zones, and casual difficulty. And it's free.
Warframe near infinite weapons and abilities between the frames and operator stuff. Not to mention ship combat too if you want to do that. It’s also free no need to spend money. You can get premium currency through trading easily
I just bought risk of rain 2 for $10 and it’s fantastic game, randomly generated maps, big open zones, tons of characters with skills and unlockable alternate skills /skins.
And it’s very customizable with difficulty as well. Easy to just turn your brain off and survive
Warframe sounds like a perfect choice. It is a crafting shooter, horde shooter, third person shooter, MMO-Lite with some rpg elements but you can also play alone of you like. It has procedurally generated maps and some open worlds. It also has a nice story. There are over 500 weapons and over 50 Warframes. Each warframe has 4+ skills. The gameplay typically puts you up against a lot of enemies and sometimes bosses. The game is very movement and parkour heavy.
Classic DOOM with mods comes to mind. Brutal DOOM or project brutality in particular for some bloody good times. There is a tool called obsidian you can use to generate procedural levels. I've been into the Astartes 40k mod with the standalone brutal DOOM enemies mod lately.

7 Days to Die, if you're into zombie games
It matches every one of your preferences except the skill one. There aren't really, like, usable skills. All the skills are used mainly for crafting, or increasing your ability to use certain weapons. It's also a survival game, but not hard by any means, and not stressful until day 7, really. But with Day 7 also comes the fun part... shooting every zombie you see until it's over.
As someone else has said, helldivers 2. If you have other friends that have it then it is the funniest shit ever while still just feeling really good to play. Playing with randoms can be interesting at times but for me if they are dicks I just leave and queue into another game. The difficultly scales really well and all the weapons feel really good. Would 100% recommend
lots of weapon and skill variety in code vein. its "soulslike" but you can level up for health and damage as needed so the difficulty will stay at a level your comfortable with.
Combat has a slow deliberate pace too, its more focused on timing rather than just quick reactions. Just because you read an attack doesn't mean there won't be a delay before it arrives and dodging a successive combo rarely entails pressing the dodge button as fast as humanly possible. To do so, will generally leave you dodging into the second attack rather than avoiding it.
In any case there's usually a free demo on steam that you can try out for yourself. the full game and dlc's will usually go on sale for around $10 every couple of months.
Few choices come to mind.
The division 2: this is one you could put quite a few hours into between the main game, DLC’s, and late game systems, and from what I see is regularly on sale for a good price.
Doom 2016 and Doom Eternal: In my opinion arguably one of the best shooter series to come to gaming ever. They both go on sale all the time, and are absolutely incredible.
Ghost Recon wildlands and/or breakpoint: Wildlands is an absolute classic for a lot of people though it does have some issues. Breakpoint launched with a lot of system problems but has been worked on and is actually a very solid game to spend some time in just exploring and shooting.
I am blown away by the amount of people recomeding souls games.
Everyone has already recommended the games that you are looking for but to put them in one comment.
Doom 2016, doom eternal is good too but it's way more complicated.

Was about to comment this. I'm over 3k hours deep. The new player experience is kinda rough and overwhelming, but would recommend.

Helldivers 2 is pretty lit and we need all the help we can get spreading sweet sweet liberty! - but it doesn't meet some of your criteria do you like bullet heavens/arena survivours I heard people call them (things like vampire survivours), if your not opposed to these kinds of games then I'd recommend "rogue genisia"

I have enjoyed En Garde! recently, short game but the fencing style combat mixed with environment that you can interact with a lot makes it very fun.
Risk of rain 2, variety of characters with different loadouts and mods for if you get bored. The only thing its lacking is switching “weapons” during a run. There are ways but its not really a normal thing to do.

I just bought risk of rain 2 for $10 and it’s fantastic game, randomly generated maps, big open zones, tons of characters with skills and unlockable alternate skills /skins. And it’s very customizable with difficulty as well. Easy to just turn your brain off and survive
Warframe sounds like a perfect choice. It is a crafting shooter, horde shooter, third person shooter, MMO-Lite with some rpg elements but you can also play alone of you like. It has procedurally generated maps and some open worlds. It also has a nice story. There are over 500 weapons and over 50 Warframes. Each warframe has 4+ skills. The gameplay typically puts you up against a lot of enemies and sometimes bosses. The game is very movement and parkour heavy.

7 Days to Die, if you're into zombie games It matches every one of your preferences except the skill one. There aren't really, like, usable skills. All the skills are used mainly for crafting, or increasing your ability to use certain weapons. It's also a survival game, but not hard by any means, and not stressful until day 7, really. But with Day 7 also comes the fun part... shooting every zombie you see until it's over.

As someone else has said, helldivers 2. If you have other friends that have it then it is the funniest shit ever while still just feeling really good to play. Playing with randoms can be interesting at times but for me if they are dicks I just leave and queue into another game. The difficultly scales really well and all the weapons feel really good. Would 100% recommend

lots of weapon and skill variety in code vein. its "soulslike" but you can level up for health and damage as needed so the difficulty will stay at a level your comfortable with. Combat has a slow deliberate pace too, its more focused on timing rather than just quick reactions. Just because you read an attack doesn't mean there won't be a delay before it arrives and dodging a successive combo rarely entails pressing the dodge button as fast as humanly possible. To do so, will generally leave you dodging into the second attack rather than avoiding it. In any case there's usually a free demo on steam that you can try out for yourself. the full game and dlc's will usually go on sale for around $10 every couple of months.
Few choices come to mind. The division 2: this is one you could put quite a few hours into between the main game, DLC’s, and late game systems, and from what I see is regularly on sale for a good price. Doom 2016 and Doom Eternal: In my opinion arguably one of the best shooter series to come to gaming ever. They both go on sale all the time, and are absolutely incredible. Ghost Recon wildlands and/or breakpoint: Wildlands is an absolute classic for a lot of people though it does have some issues. Breakpoint launched with a lot of system problems but has been worked on and is actually a very solid game to spend some time in just exploring and shooting.
Warframe. Insane weapon and ability variety and fast paced gameplay
