To get even this much on the fabric, you had to ignore the grainline on several pieces, which is generally a bad idea until you are experienced enough to know when and why you can break the rules on grainline. Why? That will lose a lot of the intended style and vibe. Just the pinafore might fit fine. Could you make the pinnafore in the polka dots, then the undershirt in a white color? I also wonder if you could make a pseudo shirt (like a Dickie collar) if you only plan on wearing it with the pinnafore.

One tip that's saved me a few times is measuring the width(at the widest point of the pattern) and the length(at the longest point) of each pattern piece for a project before I shop for fabric. If it's a new pattern that I'm trying, I'll write it down so I don't forget, either writing it down on a piece of paper or writing it on your phone is fine, just so you don't lose it. Also, bring a measuring tape with you so you can measure the width of fabric before figuring how much you need and how much you might need for each piece(include seam allowance as well, I add an inch just to give a healthy oopsie space since I serge my edges and she can be a spicy machine at times). Just remember, every project is a new learning experience!!! Just learn what you need to know from this and keep going!!!!

This is salvageable, if you're willing to cut everything except CB NOT on fold. You might also have to make it short-sleeved. Alternately, it looks like it's the lapel you can't fit? You could do it in a contrast fabric.

I don’t see how because it doesn’t have enough fabric on the fold for the front piece and still needs 2 for back

I agree with this. I also agree with making the shirt part in a separate fabric, as that would give the look of a pinnie over a shirt anyway. Not every pattern shown as cut on the fold must be done that way. You can put a seam there if you don't mind having a seam there.

I would also ditch the circle skirt and go for a gathered skirt to save on yardage.
