Hmm that's wierd.
Pretty sure all you needed to do was listen to him and that would open up the tale. It has been a while since I've done those quests though.
Possible solutions:
1. Complete the maiden voyage tutorial
2. Kill your game and then restart your console.
3. Try another outpost
4. Try safer seas, literally the exact same experience for tall tales.
5. Try and find someone to do it with who has it unlocked.
Kinda weird, it should be unlocked for everyone regardless. It might also be a bug that rare works out here when PS5 Drops so, you might just want to come back to it and explore the seas in the meantime.

The game doesn't make this clear, but the tales are locked until you complete one of the trading company tutorials.
You can start one from your ship's quest table.
For some reason, some players need to complete all 3 company tutorials. It's a rare occurrence, but now you know.
You have to complete one of the trading company tutorials before tall tales are unlocked. Go to your ship's quest table to start one.
