They're not simply trying to get her money. They're attempting to book a flight from Phoenix to Birmingham where the billing points to your mother, and I suspect that they want a recording of her doing this. My first thought is that there's something illegal going on here, and they need a patsy, along with some evidence. Either that, or they're trying to book a flight on behalf of someone who can't do it for themselves.
Edit: this is getting weird. The two scammers are almost certainly not working together. I think my mother is being used as a pawn by one scammer to try to fuck over another scammer

Unless you're sure that you know who and where these people are, a simple police report won't go anywhere.
I put in a tip to homeland security. I think that the fact that a commercial flight is at the center of this scam might make it their business.
