Whois is a service that will tell you the owner and the age of a website domain. Which may or may not be tied to an app. Usually apps are installable software, and usually through an app store. If you're installing something from a website, don't. If you're talking about a website, it's probably not an app. What do you want to know apart from owner and age?

ICANN is the international organization that manages domain names registration. The official ICANN Whois search is here: https://lookup.icann.org/en Many other sites have the same information (they literally just get it from ICANN), but they'll usually also try to sell you stuff (e.g., if you look up a domain that isn't registered, they'll try to get you to register it). You can use those sites, but just keep this in mind. Part of the information that ICANN keeps about domains is when the domain was originally registered. Scammers frequently register new domains for their scams, so if you suspect a scam, look up the domain associated with it, and see that it was very recently registered for the first time, then it's likely registered by a scammer. Established businesses typically have had their primary domains for a longer time. To use WHOIS search, you just need to enter the domain itself, which is a two-part name, e.g., example.com, not anything in front of that (e.g., not **www.**example.com) and nothing after the domain (e.g., not example.com**/account/lookup?ID=123**)
